Scene groups only release to other scene groups via ftp servers, they dont release in places the average joe can download them. Their releases trickel down from people with access to those ftp servers and hit usenet and private trackers before then hitting public trackers.
CODEX (and any other scene group for that matter) has no website, they dont release to the public.
You can always check the megathread here or fmhy.net for sites that might have it. cs.rin.ru seems to have downloads for X-Plane 11 and 12 from a quick search.
Ultra.cc has 1tb seedboxes for 5€ a month but iirc you cant pay with paysafe cards
Connection limits could be one part of the story, im not sure what the defaults are in qBit but i have set mine at 100 or something like that. Another issue that you could be facing is the torrent itself, it might already have 100+ people with seedboxes seeding but only a few peers downloading, since so many people are alredy uploading its hard for you to get any upload in. Try a few other torrents, preferably once with only a few seeds but quite a lot more people trying to download.
I have been using ultra for over a year now and dont have the issue you are talking about. How many seeds/peers do the torrents have? Might just be that there arent a lot of people dling what you are seeding
cs.rin.ru is probably your best bet to find those, but you will have too look for each game separately

If used them a few times before tools to rip from streaming services became as common as they are now and thkse releases are fine. Dont really see a reason to use them nowadays tho besdies the scenes seal of approval.
Also I get your frustration with people not understanding what you mean with "scene" here, but tbf you could have specified which scene, in this case it would be the warezscene that you are talking about.
For those unaware about the warezscene, they are the groups that make releases for every type of media and are bound by rules (you can look them up if you wanna know specifics about those), the names the op mentioned are a result of those rules.
