Well, I mean, time dilation does it. A clock in a stronger field of gravity would tick much slower than one in a weaker field.

Only real problem is where to define the field and how much you have to weaken it.

But, if you were to say invent inverse gravity or antigravity, you could project an anti-gravity field potentially strong enough to slow time outside it to a standstill.

Edit: It's more related to the gravitational potential, but an antigravity field accomplishes the same thing
