It's not a dump but a landfill. There's a liner to keep toxic trash from leaking into ground water. There are venting tubes for methane. There are alternating layers of trash and compacted soil to keep it stable.

Some say you need to be level 17 and have 9 bookshelves before it will show up (random). Others say you need to be between level 20 and 30. One says 30. Another says you can just keep trying over and over using a grindstone to remove the wrong enchantment before trying again.
Yes acetone can dissolve some plastics. So testing is wise. And cleaning after using it is important. I used an acetone damped paper towels and rubbed.
