Control for the carriers I believe.

Nothing changes, the carriers could marry SIMs with IMEIs right now if they chose to and we'd. need them involved to switch phones. Some of the prepay MVNOs have always done it. Just like SD Cards, cheap flimsy hardware fails more than real hardware. I'd rather be on SIMs, but can't logically argue them getting dumped either.
